Requirements for Selection

• US Citizen
• Current or prospective elite cycling athlete facing financial challenges in meeting goals
• Have a dedicated training program with set goals and objectives (Olympic/Paralympic)
• Displays one of the character traits that defined Turtle and inspires the TEF
